From I-26
Take I-26 East towards Columbia.
Continue onto I-26E/US-76E toward downtown slight left (signs for Elmwood Ave/I-126)
Turn right onto Assembly St. (go 2.5miles) (Land mark SC State fair)
Turn Left onto Rosewood Dr. SC-16 (go 1.3 miles)
Turn right onto S. Holly Street (go 1/2 mile)
Turn right onto Airport Blvd.
Come down past the football stadium 1 block to the track is on your left.
I-20 or to I-77
Take I-20 West toward Columbia or I-77 South toward Charleston (If you are traveling 20 take exit 76A onto I-77 S. toward Charleston) (go 6.1miles)
Take exit 10 for Jackson Blvd/SC 760
Turn right onto Fort Jackson Blvd. (1/2 mile)
Slight left onto Wildcat Rd. (.4miles)
Continue onto Rosewood Dr.
Turn left onto S. Holly Street (go 1/2 mile)
Turn right onto Airport Blvd.
Come down past the football stadium 1 block to the track is on your left.

You may drop all athletes off at the stadium and PARK THE BUSES IN THE FOOTBALL STADIUM PARKING LOT.
Spectators will park at the football stadium and walk the tree line or nature trail to the track.
Stadium parking will be reserved for meet officials, press and workers.













General Information

All ATHLETES/TEAMS WILL BE ON THE BACK SIDE OF THE TRACK WITH (NO BLEACHERS) THEREFORE YOU MAY WANT TO BRING TARPS, TENTS AND CHAIRS. THIS LIMITED SEATING SITE HAS HOSTED THE 4A STATE QUALIFIER, AND COACHES CLASSIC.

PRINT YOUR HEAT SHEETS AND BRING THEM WITH YOU. THE HEAT SHEETS AT THE MEET WILL BE FOR SALE.

ADMISSION FOR THE AA UPPER STATE QUALIFIER IS $ 5.00. IF YOU LEAVE THE STADIUM YOU MUST BE STAMPED/BAND OR YOU WILL NEED TO PURCHASE ANOTHER TICKET.

Warm-ups will take place on the field outside the stadium near storage area.
Infield warm-up will be limited to the present and next heat on the track.
Check-in / Clerk will be in the storage shed on the east end of the stadium.
All results will be posted on the concession stand.

Track and Field and Cross Country Rules - 2015
4-3-3, 9-6-3: The prohibition of jewelry is not necessary in track and field and cross country. The wearing of jewelry ordinarily presents little risk of injury to either the competitor or opponents. Elimination of the rule allows officials to focus on meet administration directly related to competition. The meet referee may direct the athlete and coach that an item is to be removed if not properly secured or has a high probability to damage equipment. Coaches continue to have the obligation to see that competitors are properly equipped. (By State adoption, no athlete will be permitted to wear jewelry while participating in an event.)

6-2-9, 6-4-9a, 6-5-9a, 6-6-11h, 7-2-11, 7-4-14d, 7-5-29e, 7-6-13f: Changes in these rules were made to clarify that a competitor must initiate a trial within the prescribed time limit for the event, with completion of that trial allowed beyond the prescribed time limit.

6-2-17 NOTE, 6-6-9, 7-2-17 NOTE 1: Allows for an additional trial when an implement breaks and becomes non-compliant during competition due to no fault of the competitor. A competitor should not be penalized for equipment that breaks during a trial which has occurred in accordance with the rules. The rules were reorganized to place this rule within general rules for throwing and jumping events rather than listing in each event.
6-4-9f, 6-5-9g, 6-6-11g: Maintains consistency with current trends in track and field. The calling out of “Mark” is unnecessary.

6-4-9g, 6-5-9h, 6-6-11f: Maintains consistency with current trends in track and field. The competitor shall not exit until the implement has landed and must then exit as designated by rule. There is not a need to require exiting “under control” based on the first two requirements of the rule.
7-2-11: Addresses possible influence of an outside force not associated with the competitor on the crossbar on an otherwise successful attempt. The displacement of a crossbar under these circumstances is not considered a fault.
In an effort to avoid confusion and/or possible disqualifications of the athletes(s), please review this information from the National Federation High School Track & Field and Cross Country 2004 Rules Book, Rule 4; Section 3, Article 1 through 7 and the penalty.

SECTION 5 COMPETITOR'S UNIFORM
ART. 1 Each competitor's uniform shall consist of:
a. Shoes;
b. Full-length track jersey and track shorts issued by the school;
Shorts may vary in length and style, but must be the same color for all team members;
The jersey (singlet) and shorts may have school identification and the jersey may have the competitor's name;
The jersey shall not be knotted or have a knot-like protrusion;
A single manufacturer's logo/trademark, no more than 2¼ square inches with no dimension more than 2¼ inches, is permitted on each item of apparel;
The American flag, not exceeding 2 X 3 inches, is permitted;
Any visible shirt(s) worn under the jersey and other visible apparel worn under the shorts must be unadorned and of a single (and the same) color. Visible items worn under both the jersey and shorts do not have to be the same color;
Loose-fitting, boxer-type shorts are permitted for boys and girls and closed-leg briefs are acceptable for girls;
Bicycle shorts, thigh huggers, abbreviated thigh huggers, leotards, body suits abbreviated briefs (french or high cut) and similar apparel may be worn under the shorts but not in lieu of shorts.
ART. 2 Uniforms must be worm as intended by the manufacturer.
ART. 3 A shoe is a covering for the foot. Shoes shall be worn on both feet and shall have an upper and definitely recognizable sole and heel. The upper must be designed so that it can be fastened securely to the foot. The sole and heel may contain groves, ridges or track spikes which are no longer than 1 inch. The use of slippers or socks does not meet the requirements of the rule.
ART 4 In relay races, each team member shall wear the same color and design school uniform (jersey and shorts). Any visible shirt(s) worn under the jersey and other visible apparel worn under the shorts must be unadorned and of a single (and the same) color. Visible items worn under both the jersey and the shorts do not have to be the same color. If worn by more than one team member (two or more), that apparel must be the same color, but not necessarily the same length.
ART 5 A competitor shall wear the assigned unaltered contestant number, when numbers are used.
ART 6 Removing any part of the team uniform, excluding shoes, while in the area of the competition, as defined by the games committee, shall lead to a warning and if repeated, to disqualification from the event. If the incident recurs, the athlete will be disqualified from further competition in the meet. ART 7 Contestants shall not wear jewelry with the exception of religious or medical medals. If such medals are worn, they shall be taped to the body under the uniform. PENALTY: (All articles) For illegal uniform, the competitor is disqualified from the event.

Coaches/ Region Directors, please print the above pages and give a copy to each participating schools head coach or his/her designee at the region meet.

AA Upper State: As soon as possible after you region meet (within 24/48 hours) send the Hy-Tek backup file to us eboehmke@greenville.k12.sc.us and dbrooks@richlandone.org. To get backup, go to file and backup. Save where you can find it and attach it to the email. Send the entire file, not the qualifiers. When you email us your backup, please give us a cell phone number where I can reach you if I have a question. Keep all of your meet sheets near in case we have questions. (If your region meet was hand timed please let us know)
Make sure to check for athletes that are entered in too many events before your meet especially with the relay rule.
Make sure that you clerk each relay by getting the name of each athlete that is planning to run.
After each relay, go into Hy-Tek relay menu and move the 4 athletes that ran into the top 4 places and the alternates into positions 5 and 6. You must do this for all the teams that ran, not just the ones that qualify.
If a relay team is disqualified for some reason, make sure that you DQ in results and shown in the relay menu the 4 athletes that were on the track as well as the alternates in places 5 and 6.
Please delete any athlete that is no longer eligible as an alternate for a relay at the qualifier because he/she entered/competed in 4 events.

STATE TRACK MEET REGULATIONS
The State Meet will be held on May 15 & 16.
Eight places will score in the State Meet as follows:
First place 10 points Fifth place 4 points
Second place 8 points Sixth place 3 points
Third place 6 points Seventh place 2 points
Fourth place 5 points Eighth place 1 point
NOTE: The high jump will begin 2 inches below the lowest qualifying height of the contestants entered in the event.
NOTE: The bar for the high jump will be raised 2 inches until a winner is determined.
NOTE: The minimum qualifying height in the pole vault event for girls is 7’ 0” and for boys 9’ 0”. The pole vault will begin 6 inches below the lowest qualifying height.
NOTE: The maximum starting height in the pole vault event for girls is 9’ 6” and for boys 12’ 6”.
NOTE: The bar for the pole vault will be raised 6 inches until a winner is determined.
Only rubber-soled shoes may be used for the shot put and discus. Track flats or spikes that do not exceed ¼" spikes may be used for the pole vault, high jump, long jump and all running events.
NO ONE WILL BE ALLOWED IN THE TRACK AREA EXCEPT CONTESTANTS IN UNIFORM AND OFFICIALS.
An admission of $8.00 will be charged to everyone except those participating in the State Finals. (The meet on Friday, May 15, admission price will be $5.00).
In the shot put, discus, triple jump and long jump, each competitor will be allowed six trials.
During the week of the State Meet, no school may practice at the site of this meet unless the site is on its campus.
NOTE: All throwing implements will be chosen/designated by the Meet Director and/or event judge for competition.

ADAPTIVE TRACK AND FIELD PROGRAM
All high school students with a permanent, physical disability may be eligible to participate on their school’s track and field team. This year these students will have the opportunity to compete in the 100 meter wheelchair race.
Students who participate must meet all HSL eligibility requirements.
Each athlete’s physical disability must be verified by a licensed physician and maintained on permanent file at the school.
All athletes qualified for the Wheelchair competition must compete in a specially designed racing chair.
Student must compete in their school’s team uniform.
Students must compete in a minimum of four (4) meets to qualify for the State Finals.
The athlete is responsible for his/her equipment.

TRACK CHAIR
The track chair shall have two rear wheels and one front wheel.
The track chair frame shall not extend in front of the center of the front wheel hub.
The track chair may have no mechanical gears or levers that could propel the chair.
The track chair’s seat including the cushion shall not exceed 25 inches in height.
The steering must be hand operated. NO electronic steering is allowed.
NO part of the track chair or frame may protrude past the furthest point of the rear wheel.
Athlete’s lower limb must be secured to the track chair. Any touch of the ground by the lower limb results in disqualification from the event.
Competitors are responsible for the proper functioning of the track chair.
No event shall be delayed or rescheduled for equipment failure prior to the event.
Athletes may only propel the chair forward by pushing on the wheels or hand rims.
Manufacturer’s logos only---no sponsorship logos are permitted.
WHEELS
The maximum diameter of the rear wheel and inflated tire is 28 inches (70cm).
The maximum diameter of the front wheel and inflated tire is 20 inches (50cm).
Each rear wheel may have one hand rim.
HELMET AND GLOVES
All competitors must wear gloves and a bicycle helmet that meets ANSI standards.
THE RACE
The start: The center of the front axle (axle plane) may not extend over the starting line. The commands the Wheelchair races shall be, “Wheelers set” followed by the firing of the starting device.
The finish: The finish of the race occurs when the center of the front axle (axle plane) crosses the finish line.
Wheeling in lanes: The 100M shall be raced the same as in able-bodied events in regards to “lanes all the way”. Touching or crossing over lane lines for more than 10 consecutive feet result in a disqualification. Crossing a lane line for any distance and impeding another competitor is a disqualification.
Obstruction: Athletes may not touch or obstruct another competitor during an event. Obstruction of an athlete will result in disqualification.
